Public availability and redistribution permission are not treated as the same thing. A review-required row remains available for internal analysis while raw downstream publication stays closed.

A changed source value creates another value hash. The prior observation is not overwritten.

Lifecycle carbon publishes only above the declared generation-factor coverage threshold.
The production mix is weighted with IPCC lifecycle medians. This is not plant telemetry, marginal emissions, or consumption-based carbon accounting. Storage and imports are excluded; unmapped generation reduces coverage.
