Ember measures national electricity generation. NASA POWER measures solar resource and temperature at Tokyo. The climate series gives a transparent seasonal context; it is not presented as the national average resource where solar assets are installed.
The next evidence upgrade is a capacity-weighted resource index, built from solar-fleet geography. Until then, changes in solar generation should not be attributed to weather alone: deployment, curtailment, demand and dispatch rules also matter.
