An Australian postcode ledger for rooftop solar and batteries that preserves each source's measurement basis and states its source-defined coverage before any comparison is made.
Records enter the comparison only when postcode, effective date, technology, metric and unit match exactly. Privacy-suppressed aggregates stay visible as evidence, never as postcode estimates.
Publication held
No receipt-backed joint edition is published. AEMO submitted stock and CER certificate-approved values remain unavailable rather than being replaced with a guessed or zero-filled national count.
The absence is intentional. A missing source is not converted to zero, and the two systems are never collapsed into one national truth count.
AEMO
DER Register values are submitted stock. Postcodes with fewer than 10 connections remain state-suppressed, and later QA revisions create a new edition rather than rewriting an old receipt.
CER
Values follow valid certificate creation, not live commissioning. Pending and failed applications are excluded, and recent months can backfill for up to 12 months.
Batteries
The national CER postcode battery series begins on 1 July 2025. Earlier voluntary state reporting is a separate basis and is not blended into this ledger.
Difference
A difference is a coverage signal between two administrative systems. It is never labelled as an error against a fabricated national truth count.
